Commission Weather, Water, and Climate Enterprise


Terms of Reference

Vision: Partnerships between the emergency management community, and the Weather Enterprise, are strengthened though facilitated discussions and meetings by the AMS. These partnerships ultimately lead to improved decision making and community resilience, two key aspects of building a Weather-Ready Nation.


Mission:  Develop approaches that engage the AMS weather, water and climate enterprise with the broader emergency management community. This effort will help to expand collaboration, cooperation and mutual understanding between the enterprise and members of the emergency management community across federal, state, academic, private, and local interests.  This committee will address challenges, opportunities, and issues centered on the topic of environmental information and its use within the emergency management community for decision making purposes.  Regular communications with key groups (such as the International Association of Emergency Managers and National Emergency Managers Association) will be used to foster further collaboration opportunities and sessions will be held at AMS meetings as appropriate.


Committee Membership and Structure:

The Committee will have two Co-Chairs, ideally one from the physical science side and one from the emergency management community, and each Co-Chair will serve on the BEST. The term “emergency management” in the context of the co-chair position covers any discipline or background across the 15 Emergency Support Functions (ESFs) as defined by the Federal Emergency Management Agency (FEMA), and not be limited to just ESF #5 (Emergency Management).  The Co-Chairs and six (6) to fifteen (15) members will serve three-year terms with extensions allowed to ensure balance and continuity.  Members will represent the government, academic, and private sectors.  Ideally, these members will represent all aspects of emergency services.  The committee will strive to meet face-to-face at the AMS Annual Meeting and via conference call periodically during the year.
