Terms of Reference

Purpose:  Given that weather adversely affects the surface transportation system by leading to increases in crashes and delays, there is a need to improve the operational performance of the surface transportation system (i.e., mobility and safety under adverse weather conditions) through improved development and integration of advanced weather products and services with Intelligent Transportation Systems (ITS).

 

Goal:  The goal of the ITS/STC is to continue to build and strengthen the bridge between the meteorological and surface transportation communities to support investments (i.e., design, development, deployment, operations and technology transfer) in inter-disciplinary solutions aimed at reducing human and financial costs of adverse weather on surface transportation system.

 

Activities: The ITS/STC will develop and participate in the following activities:

  • Meteorological and surface transportation community-sponsored activities
  • Identification of shortfalls in ITS and Surface Transportation Weather including both technical and institutional areas in need of attention  
  • Information exchange and technology transfer, especially in support of educating the sectors that each member represents
  • Developing targeted white papers and other products about advancements and opportunities in Road Weather Management to reach respective sectors
  • Supporting development of transportation-based solutions to gaps in surface weather data

 

Committee Structure: The ITS/STC will be structured as follows:

  • The ITS/STC will be a permanent standing committee
  • The ITS/STC will report to the BEED
  • Membership terms will begin each year at the AMS Annual Meeting.
  • The ITS/STC will consist of six (6) to fifteen (15) total members which includes a Committee chair
  • Membership nominally will consist of three (3) year terms with 1/3 rotating off the Committee each year
  • Membership at a minimum shall represent all three (3) community sectors (e.g., academic, public and private sector)
  • At the discretion of the Committee Chair and with consultation and approval of the BEED Chair, membership terms may be extended beyond three (3) years.
  • Candidate Committee members will be nominated by the ITS/STC Chair and approved by the BEED Chair and the Commissioner of the CWWCE.
    • AMS members will be given preference for ITS/STC membership. However, AMS membership is not a prerequisite for ITS/STC membership
    • The majority of ITS/STC membership shall be AMS members
  • At the option of the Chair, with BEED Chair and Commissioner consent, a Committee member who does not participate in ITS/STC activities for a period of twelve (12) or more months can be replaced
  • The Chair, shall be an ex officio member of the BEED
  • Subcommittees may be established by the ITS/STC to address specific topics of interest, such as, the current Mobile Observations Subcommittee
  • The Team Leader of Road Weather Management for the Federal Highway Administration (FHWA) of the U.S. Department of Transportation shall be invited to serve as an ex officio member of the ITS/ST Committee
  • The Chair of the Intelligent Transportation Society of America (ITSA) Surface Transportation Weather Committee of the Cross-Cutting Information Forum  shall be invited to serve as an ex officio member of the ITS/ST Committee

 The Chair of the Transportation Research Board (TRB) of Surface Transportation Weather shall be invited to serve as an ex officio member of the ITS/ST Committee.
