Terms of Reference
Purpose: The BEST is part of the American Meteorological Society’s Commission on the Weather and Climate Enterprise (CWWCE). The primary purpose of the BEST is to help determine and advance collaboration on strategic initiatives of the weather, water, and climate enterprise. The BEST will consider topics for enhanced collaboration derived from CWWCE activities or from suggestions submitted by members of the community. This will be a continuous process of information exchange. Those topics can be addressed through various mechanisms, not limited to, the establishment of committees, the creation of white papers, panel discussions, or town halls in collaboration with the Annual Symposium on the Weather and Climate Enterprise. In addition, the BEST Chair(s) and committees in partnership with the relevant parties across the CWWCE will organize the Symposium on the Weather and Climate Enterprise at the AMS Annual Meeting each year.
Structure and Membership: The BEST will be comprised of six (6) to fifteen (15) members from the weather and climate enterprise and thus representative of the Society’s overall membership (i.e. private, government, and academic sector, and the user community). In addition, each Chair of a BEST Committee will be a member. The BEST has the overall responsibility of organizing the annual Symposium on the Weather and Climate Enterprise and, as such, BEST members will be involved in the planning process.
The BEST will have a Chair or Co-Chairs for a four year term encompassing one year as Incoming Chair, two years as Chair, and one year as Past Chair. At-large members will serve a three year term. Committee Chairs will serve in conjunction with that particular committee’s terms. The BEST chair(s) will hold regular meetings with the membership to conduct pertinent BEST activities.
Enterprise Topic Exchange: The BEST will act as a conduit between the enterprise and the CWWCE for exchanging critical ideas and concepts. These ideas may rise to the merit of a strategic initiative worthy of a dedicated BEST activity or may be pursued as another activity within the CWWCE or AMS. The BEST will act as the initial filter and then interact with the Executive Committee of the CWWCE to determine the best path forward for submitted topics and concepts. The means by which the exchange will take place will consist of announcements, calls, web portals or other appropriate means of communicating with the enterprise.
Some of this exchange may also take place among other Boards within the Commission (if the theme fits suitably). Topics that remain will be discussed for creation into sub-committee, with its own terms of reference and structure to foster exploration. The BEST can also serve as a way to identify topics for the Board on Enterprise Communication’s activities throughout the enterprise.
Annual Symposium on the Weather and Climate Enterprise: This symposium is designed to be open to all parts of the CWWCE and AMS, so joint sessions with existing symposium or AMS Commissions, Boards and Committees are likely. Presentations are invited on a broad range of topics of interest to the government, private, academic, and other user communities that have or will have the potential to impact the weather and climate enterprise broadly over the academic, private, and government sectors. Special emphasis should be placed upon providing information that highlights outcomes and strategic vision on topics that are relevant to today’s evolving scientific, budgetary or societal community issues. Topics and themes should incorporate interactions between sectors including lessons gained, success stories and/or areas of concern for the professions related to the general AMS membership and beyond to various user communities.
The CWWCE recognizes that there are opportunities to partner with existing conferences and symposia held at the AMS Annual Meeting and the BEST will assist with striving to meet consistency and coordination in developing the CWWCE Symposium Program.
