John Henry Ray was born in Mankato, Minnesota, and received his education from the University of Minnesota and Harvard Law School. After graduating, he became a member of the law offices of Koon, Whelan, and Hempstead in Minneapolis. He later moved to New York and was elected to the eighty-third Congress. During his time as a United States Congressman, 1953-63, he was active in promoting clean air legislation.
