NEOCAMS Constitution

Article 1. Local Chapter Name

This organization shall be known as the "NORTHEAST OKLAHOMA CHAPTER OF THE AMERICAN METEOROLOGICAL SOCIETY".

Article 2. Objectives

The objectives of this local chapter will be to provide the community with a social and scientific point of contact for meteorological and other related scientific concerns.

Article 3. Active Membership

Anyone who has an interest in the field of meteorology and/or other related fields, and who agrees to abide by the requirements of this constitution may become an active member of this local chapter. The annual dues required to become an active member of this local chapter will be $15.00. The active membership does not have to be a joint member of the National American Meteorological Society to be an active participant in local chapter activities. However, if local chapter dues are not paid within a reasonable time period, the individual's membership and voting privileges will be suspended indefinitely.

Article 4. Officers

Officers holding office in this chapter will be active members in the National AMS, and will not use their position, status, or title by name for any purpose unrelated to official local chapter activities as approved by the active membership.

Article 5. Appointed Officer Title and Tenure

Elected officers of this local chapter shall hold the titles of President, Vice-President, and Secretary-Treasurer. These officers will serve a term in office of no longer than one calendar year without the approval of a majority of the active membership. The active membership has the right to impeach any officer if their actions or activities warrant dismissal. A majority vote by the active membership is required to dismiss a local chapter officer. This vote will be done by secret, absentee ballot.

Article 6. Elected Officer Responsibilities

The President will reside as the Chairperson at all local chapter meetings, and be responsible for the ideological and financial well-being of the chapter. This individual shall be given the authority to appoint committees to act upon local chapter interests as necessary, and will oversee the goals and aspirations of the active membership.

The Vice-President will serve the duties of Chairperson in the absence of the local chapter President, and will serve as Chairperson on all appointed committees.

The Secretary-Treasurer will serve as the administrative focal point for all local chapter activities. Their primary duties will be: to keep the National AMS advised of all local chapter activities, keep a current listing of active membership, and provide accurate financial records concerning local chapter activities.

Article 7. Executive Committee

The Executive Committee shall consist of the current office holders and the most recent ex-President. This committee will meet as required to discuss local chapter policy and/or concerns.

Article 8. Meetings

The local chapter membership shall meet bi-monthly in a pre designated location agreed upon by the executive committee. All meetings will be announced at least two weeks in advance by email or on the web page.  The Secretary-Treasurer will be the focal point for providing the active membership with details of any future meetings.

Article 9. Voting

All active membership shall be present at the applicable chapter function to execute their voting privileges. In all cases, the active membership present must be in agreement by a majority vote to approve any local chapter matter.

Article 10. Amendments to the Local Chapter Constitution

This constitution may be amended in whole, or by part at any regular meeting by majority vote of active membership. In such cases when a quorum (or more than half) of the entire active membership is not present at a regular meeting, the amendment will be taken under advisement. It shall be announced by the Secretary-Treasurer as a matter to be addressed at the next regular meeting. If a quorum of active membership fails to address the issue, the executive committee shall call for a secret, absentee ballot from all active members of the local chapter.

Article 11. Non-Profit Organization and Commitment

This chapter will organize and operate exclusively as a non-profit entity, and no portions of its earnings and recognition shall be used to the benefit of any individual that is an active member.

Article 12. Dissolution

Upon dissolution or dismemberment of this organization, all funds and proceeds in excess of liabilities and expenditures incurred prior to, will be distributed as determined by a majority vote of the active membership.

Article 13. Adoption of this Constitution

This constitution shall become effective upon adoption by its active membership on the 22nd of June, 1993.
