Anchorage Chapter
American Meteorological Society

 

Article I.                     Local Chapter Name

This chapter will be known as the Anchorage Chapter of the American Meteorological Society.

Article II.                    Objectives

The objectives of this local chapter are the development and dissemination of the knowledge of the atmospheric and related oceanic and hydrologic sciences and the advancement of their professional applications.  Additionally, this local chapter will provide the community with a social and scientific point of contact from meteorological, hydrological and other related scientific interests.

Article III.                  Active Membership

Anyone who has an interest in the field of meteorology and/or other related fields, and who agrees to abide by the requirements of this constitution, may become an active member of this local chapter.  The annual dues required to become an active member of the local chapter will be $15.  The local chapter member does not have to be a joint member of the National American Meteorological Society to be an active participant in local chapter activities.  However, if local chapter dues are not paid, the individual’s membership and voting privileges will be suspended until dues are paid.

Article IV.                   Officers

Of the local members holding office in this chapter, only the President must be an active member in the National American Meteorological Society.  Local members holding office will not use their position, status, or title by name for any purpose unrelated to official local chapter activities as approved by the active membership.

Article V.                    Appointed Officer Title and Tenure

Elected officers of this local chapter shall hold the titles of President, Vice-President, Secretary, and Treasurer.  These officers will serve a term in office of no longer than one season (period between consecutive elections) year without the approval of a majority of the active membership.  The active membership has the right to impeach any officer if their actions or activities warrant dismissal.  A majority vote by the active membership is required to dismiss or replace a local chapter officer.  This vote will be done by a secret, absentee ballot.

 The Executive Committee has the right to elect a person to any vacated officer position during the current term.  During such a case, the President or Acting President would choose a successor for the vacated position, who must then be approved by a majority vote of the Executive Committee.  If a majority vote cannot be reached by the Executive Committee, then a majority vote done by a secret, absentee ballot is required by the active membership.  If a vacated position cannot be filled, the President will distribute the associated duties and responsibilities among the Executive Committee. 

 

Article VI.                   Elected Officer Responsibilities

The President will reside as the Chairperson at all local chapter meetings, and be responsible for the ideological and financial well-being of the chapter.  This individual has the authority to appoint committees to act upon local chapter interests as necessary, and will oversee the goals and aspirations of the active membership.

The Vice-President will serve the duties of chairperson in the absence of the local chapter President and oversee all appointed committees.  This person will also succeed the President if that position is vacated during the current term.

The Secretary will serve as the administrative focal point for all local chapter activities.  The primary duties will be to keep the National American Meteorological Society advised of all local chapter activities and keep the local chapter advised of any applicable National American Meteorological Society information, such as scholarships, awards, and meetings of interest.
In the rare event that both President and Vice-President are vacated, the Secretary will act as the Acting President until a new President can be appointed. (See Article V.)

The Treasurer will provide accurate financial records concerning local chapter activities. The Treasurer will also keep a current listing of the active membership.  The Treasurer will update the current listing as needed and then redistribute it to the other elected officers.

Webmaster/News Editor will be in charge of hosting and maintaining the chapter homepage, as well as send out chapter information to the active membership.  The position of Webmaster/News Editor shall be appointed by the President of the local chapter.  Input regarding the appointment of this position will be considered from the rest of the elected officers, with the final decision resting with the President.  This will be a permanent position in the local chapter and shall be filled after each annual election.

Article VII.                 Executive Committee

The Executive Committee shall consist of the current office holders and the most recent ex-president.  This committee will meet as required to discuss local chapter policy and/or concerns.

Article VIII.                Webmaster/News Editor

The position of Webmaster/News Editor shall be appointed by the President of the local chapter.  Input regarding the appointment of this position will be considered from the rest of the elected officers, with the final decision resting with the President.  This will be a permanent position in the local chapter and shall be filled after each annual election.

 Article VIII.  Meetings

The local chapter membership shall meet monthly, excluding summer months and when extenuating circumstances prevent a meeting from taking place, in a predesignated location agreed upon by the Executive Committee.  All meetings will be announced at least two weeks in advance by email, flyer, and/or via the local chapter web page.  The Executive Committee and the Webmaster/News Editor will be responsible for providing the active membership with details of any future meetings.

Every scheduled speaker will receive a free annual membership to the local chapter, if not already a member, and their meal, when offered, free-of-charge.  If the speaker is scheduled between January 1st and May 31st, he/she will receive a membership which will last until the dues are required for the next year.  However, if the speaker is scheduled between September 1st and December 31st, he/she will receive a membership which will last until the next dues are required.

Article IX.                   Voting

In all cases, the active members present must be in agreement by a majority vote to approve local chapter matters.

Article X.                    Amendments to the Local Chapter Constitution

This constitution may be amended in whole, or by part at any regular meeting by majority vote of active membership.  In such cases when a quorum (or one more than half) of the entire active membership is present at a regular meeting, the amendment will be taken under advisement.  It shall be announced by one of the Executive Committee members as a matter to be addressed at the next regular meeting.  If a quorum of active membership fails to address this issue, the Executive Committee shall call for a secret, absentee ballot from all active members of the local chapter.

Article XI.                   Non-Profit Organization and Commitment

This chapter will organize and operate exclusively as a non-profit entity, and no portions of its earnings and recognition shall be used to the benefit of any individual that is an active member.

 

Article XII.                 Dissolution

Upon the dissolution of this organization, all funds and proceeds in excess of liabilities and expenditures incurred prior to, will be distributed as determined by a majority vote of the active membership.

Article XIII.    Adoption of this constitution

This constitution shall become effective upon adoption by its active membership on the 4th of March 2001.
