Emma Roach is a Program Examiner in the Water and Power Branch of the White House Office of Management and Budget in Washington, D.C. With OMB since June 2011, Ms. Roach specializes in the US Army Corps of Engineers's aquatic ecosystem restoration, regulatory, and recreation programs as part of an OMB team focused on USACE. She analyzes the USACE budget request and develops recommendations for the President's Budget. She develops policy proposals to improve agency efficiency and effectiveness in executing programs. She participates in collaborative, interagency efforts to address environmental and water resource issues. She reviews agency testimony, interagency reports, and proposed regulations, and she identifies performance measures. Ms. Roach has two degrees from the University of Maryland at College Park—a Master of Public Policy (2011), with a focus on environmental policy, and BS (2009) in environmental science and policy, with a focus on environmental economics.
