An extraordinary international effort is now underway to promote and plan "the development of a comprehensive, coordinated, and sustained Earth observation system or systems among governments and the international community to understand and address global environmental and economic challenges." The level and nature of investments made in this area in the coming few years will either sustain or constrain -perhaps for decades - our ability to meet growing national and international needs fro effective earth observations, science and services. The breath of vision behind this effort encompasses the development of an observational system or systems that enables understanding and predicting the Earth's weather, climate, geology, ecosystems, and natural hazards. The American Meteorological Society has undertaken an indepth study of the most significant policy issues that must be resolved in the course of implementing a comprehensive global earth observation system of systems (GEOSS).
